KYIV, Ukraine — Explosions rang across the capital Monday as it suffered its 16th air attack this month and second in the past 12 hours. The Kyiv regional military administration described the raid as a missile attack and said air defenses were at work. Mayor Vitali Klitschko said at least one person was injured in the attack.
The attack came as Oleksandr Syrsky, Ukraine’s eastern commander, said in a Telegram post that a long-waited Ukrainian counteroffensive is expected “soon.”
